With reference to telegram of 22nd September additional light dues Board of Trade state they regard as a matter of utmost importance mainten- ance of principle that light dues should not be used for any purpose other than the provision of aids to navigation. They have always urged this on other countries and they consider by your proposal this principle would be directly contravened In the circumstances I regret that the proposal could not be approved.
